Okey, this can be the end of deleters.
I tested it on 2 pubs, so I cant be sure if it works on every pub.

Okey, here it goes:

For example you have a file thats named rar.rar
Then you rename the file from rar.rar to prn.rar.rar/ /
Now the file is downloadable, but undeletable!!
If im correct, even the sysop cant delete, only if he goes to MS-DOS.
