Ситуация такая:

есть вобы ( видео и 2 языка внутри )

Нужно самое простое меню на фоне красивом и 3 кнопочки:

запуск , Выбор языка , Выход.

С ReelDVD что то нифига не выходит

Попробуй IfoEdit 0.94, она разбирает и собирает VOB'ы, делает почти все, что надо для DVD.
Похоже скоро будем только ее пользовать.

IfoEdit 0.94 has one major new feature: It can Author DVDs. Specifically it can multiplex DVD compliant MPEG-2 video streams and audio streams (AC3, MPA, WAV/LPCM). Currently there's no chapter functionality and subs are not possible either (that will come in a future release) but considering that until this day no free program could create a valid set of VOB/IFO/BUP files from elementary streams this release marks the beginning of a new era. Other than DVD authoring we have an option to automatically copy Menu files to the destination directory, PGC commands can be added/deleted/inserted in VTSM_PGCI_UT, the problems with VOBs containing more than 99 cells have been fixed, there's a menu item to copy and paste subtitle colors from PGC to PGC and the remux function has been slightly changed and should now work like IfoEdit 0.6.
