Ты можешь снять ограничение сам, создай новый ключ в регистре.
Делаем так:
Start/Run/regedit (Пуск/Выполнить/regedit)
HKEY_LOCAL_MACHINE - SYSTEM - CurrentControlSet - Services -Tcpip - Parameters
Создай DWORD ключ с названием "TcpNumConnections" и задай параметр 00fffffe или 16777214.

Попробуй вылечить tcpip.sys так:
- Перезапусти компьютер в SAFE MODE (безопасный режим)
- Запусти консоль Start/Run/CMD (Пуск/Выполнить/CMD)
- Задай эти команды одну за другой, чтобы вернуть назад оригинальный tcpip.sys:
cd /d C:\WINDOWS\SYSTEM32\DRIVERS
del tcpip.sys
copy tcpip.sys.original tcpip.sys
- После этого запусти свой компьютер как обычно.

To make sure these services are running:
1. Click Start, and then click Run.
2. Type services.msc and then click OK.
3. In the list of services, double-click on Automatic Updates and then click Properties.
4. In the Startup type list, select Automatic and click Apply.
5. Verify that the Service status is started, if the Service Status is Stopped click on the Start Button.
6. In the list of services, double-click on Background Intelligent Transfer Service (BITS) and then click Properties.
7. In the Startup type list, select Manual and click Apply.
8. Verify that the Service status is started, If the Service Status is Stopped click on the Start Button.
9. In the list of services, double-click on Event Log and then click Properties.
10. In the Startup type list, select Automatic and click Apply.
11. Verify that the Service status is started, If the Service Status is Stopped click on the Start Button.

Could not start Automatic Updates servise on Local Computer
Error 1058: The service cannot be started, either becouse it desible or because it has no enabled devices associated with it.

1. Click Start, point to Programs, point to Administrative Tools, and then click Services.
2. Double-click the service that did not start.
3. Click the Log On tab.
4. Verify that the service has not been disabled for the hardware profile that you are using. If it has, click Enable.
5. Click the General tab. Verify that the service has not been disabled in the Startup Type box. If it has, click Automatic to have it start when you start the computer.

I got Windows Update to work on my Windows XP Home operating system by:

1. Locating the file "host" and renaming it to "host.old" (all without the quotation marks). "host" was located in the C:\Windows\system32\drivers\etc folder in my case. The "host" file has no extension associated with it.

2. If you're running Windows XP Pro, NT or 2000, the "host" file should be located in your C:\winnt\system32\drivers\etc folder.

Windows Update should now work without even rebooting.

One can now rename "host.old" back to "host" although I have not and, so far, all's working fine.

Нарыл ещё вот это!
Register the file wuaueng.dll:
Click Start, select Run
Type: regsvr32 wuaueng.dll
Press OK.

И ещё, все жалуются на "McAfee", я надеюсь у тебя его нет?
